I keep getting this in festival fortunes, and I have no idea what it does. Does anyone have any clue?

Ive heard rumors that it increases drop rate of rare items, but its merely speculation. for now, all we can be sure of, is its a waste of a perfectly good possible-rat-containing fortune.
